UnCommander Rulings

Hindu–Arabic numerals (0, 3, 64 etc.), Roman numerals (“nulla”, III, LXIV etc.) and number words (“zero”, “three”, “sixty-four” etc.) are all considered numbers. This includes numbers within mana symbols. Nothing within an object’s name, supertype, type or subtype is considered a number. See the Compiled Rulings page for details.

Indefinite articles such as “a” in “draw a card” aren’t number words and can’t be modified.

This spell changes numbers in the rules text of all cards, permanents and other objects, whatever zone they’re in. Note that this cannot change power, toughness or loyalty characteristics, as they are in boxes outside the text box. However, Loyalty costs of Planeswalker loyalty abilities are in the rules text and will be affected.

If a number has a minus directly before it, it is treated as a negative number. However, a word like “subtract” or “remove” does not make a number negative.
For example, a Planeswalker has a loyalty ability with a cost of “-1” loyalty. What the…?! will add three, making that cost “+2” loyalty instead.
On the other hand, “Remove two charge counters” will just become “Remove five charge counters” .

Characteristic-defining abilities generally determine characteristics before text-based effects.
