UnCommander Rulings
Gotham City’s activated ability and its last ability are linked. The last ability refers only to cards exiled with its activated ability.
If Gotham City’s activated ability is activated, but Gotham City leaves the battlefield before it resolves, its last ability will trigger and resolve first. All previously exiled cards will be returned to the battlefield. Then the activated ability will resolve and exile the targeted attacking creature forever.

Legendary Land: Target attacking creature is removed from the game and deals no combat damage this turn. If Gotham City leaves play, return all creatures removed from play by Gotham City to play under their owners’ control.
Banned for balance reasons, as effectively a Maze of Ith that provides repeatable removal instead of just removing a creature from combat.
As an activated ability of a land, it is quite difficult to deal with the removal, even if it is technically reversible.
