Note that no player may normally change the order of cards in a graveyard unless instructed to, see 404.2. in the official Comprehensive Rules (10/5/2018).

Only an untapped permanent can be tapped, so Cartman’s second ability normally does nothing, see 701.20a in the official Comprehensive Rules (10/5/2018).

If a creature that was untapped when Cartman’s ability was activated is untapped when the ability resolves, it will not be a legal target and will be unaffected by the ability.
