UnCommander Rulings

The order of steps within each phase are unaffected. For instance, in a combat phase, the order is still beginning of combat, declare attackers, declare blockers, combat damage, then end of combat.

At the point the phases-reversing effect and the turn order-reversing effect applies (usually the time Topsy Turvy enters the battlefield), the current turn continues with its phases normally, but once that turn ends both effects will apply to turns from then on. (The next time the turn would pass to the next player in the turn order, it will pass to the player in the opposite direction, and will continue in that direction in further turns, and order of phases in turns are reversed.)

If there are two Topsy Turvy permanents on the battlefield, their effects will reverse the already reversed phase and turn order, so from the turn after the second Topsy Turvy enters the battlefield, the game will continue with the normal order of turns and phases.
