Apart from its restrictions on when it may be activated, Mana Screw’s ability functions like a normal mana ability, so it doesn’t use the stack and so can’t be countered.

As there is chance involved, despite this being a mana ability, it is NOT considered good conduct to let a player take back the use of Mana Screw’s ability.

As Mana Screw’s ability may only be activated any time you could cast an instant, it may not be activated while casting a spell, activating an ability, or during the resolution of any effect. If you want it to generate mana for something, you must activate and resolve Mana Screw’s ability first.
