When Letter Bomb enters the battlefield, if is on the battlefield and its card back can be made indistinguishable from the other cards in target player’s library, shuffle it into that library. If you do, that player reveals each card they would draw before they draw it until they reveal a card named Letter Bomb this way. When that player does, if that card is revealed this way, it deals 19½ damage to that player, then they draw that card and this effect ends.

Note that that once the player has drawn the card named Letter Bomb, they have it in their hand and can cast it as normal. The owner of that card does not change.
Drawing the card named Letter Bomb as part of the ability counts as drawing the card that made that player reveal that card. You do not get to draw an additional card.
Letter Bomb’s damaging ability will trigger regardless of the owner of the revealed card named Letter Bomb.
Letter Bomb’s damaging ability triggers when a card named “Letter Bomb” is revealed by the target player; if the card that was shuffled into their library no longer has the name Letter Bomb as it is drawn, Letter Bomb’s damaging ability will not trigger.
If two different letter bombs’ shuffling abilities have been used on the same player, when that player reveals a card named Letter Bomb before drawing it, both damaging abilities will trigger, and the one uppermost on the stack will resolve as normal, but as the other triggered ability resolves, the card named Letter Bomb will have already been drawn, so the damaging ability does not resolve, and the second instance of the effect that makes that player reveal cards before drawing them will continue.
After the effect ends, that instance of Letter Bomb’s ability will not make that player reveal any more of the cards they draw. If another instance of that ability from any source is in effect, that player will continue reveal cards before they draw them until the effects of all instances of the ability from all sources have ended.
There is no need to sign Letter Bomb for any reason.
