UnCommander Rulings
The cards in the booster are considered to be outside the game and not in any zone, except the chosen card once it has entered the hand.
You may only choose cards that have names of either UnCommander-only cards that are included and not banned in the format you are playing (UnCommander Core or UnCommander UnOrthodox), or cards in sets included in regular Commander. See Banned Cards on the UnCommander Rules List for details.
If you are playing with this card, you must have an unopened booster pack or equivalent to use with it.
Note that rule 13 on the Commander website means that, by default, in UnCommander cards cannot be brought into the game from outside. You would have to agree in your playgroup to allow such effects.
