UnCommander Rulings
Surgeon General Commander has been given errata to give it a Crossbreed Labs watermark. This is because the card was originally intended to have the watermark, according to a set design article for Unsanctioned. The card visually clearly fits into the identity of Crossbreed labs. Adding the watermark enables further watermark synergies.
Surgeon General Commander’s ability does not count other combining effects, such as Grusilda, Monster Masher’s ability, even if it is used to combine a host card and augment card. See the UnCommander Rules List for details on host, augment and combined permanents.
