UnCommander Rulings

Having the ability trigger is a special action. Special actions are actions a player may take if they have priority that don’t use the stack. As a player who takes a special action recieves priority afterwards, the triggered ability is then put on the stack. It uses the stack as normal.

You can use the special action additional times to trigger I’m Rubber, You’re Glue’s ability as many times as you like. It can be triggered additional times to be put on the stack on top of spells or abilities that responded to previous instances of the triggered ability.

I’m Rubber, You’re Glue’s ability is unaffected by split second. If a spell with split second is on the stack, spells can’t be cast and nonmana abilities can’t be activated. Special actions can still be taken, and triggered abilities can still trigger and be put on the stack.
