+1: Target opponent creates a 1/1 black Skeleton creature token with “When this creature dies, each opponent gains 2 life.”

+1: Roll a d20 (a twenty-sided die). On a result of a 1, skip your next turn. On a result of 12 or higher, draw a card.

−6: Create a 3/3 red Warrior creature token with first strike, a 1/1 white Cleric creature token with lifelink, a 2/2 black Rogue creature token with hexproof, and a 1/1 blue Wizard creature token with flying.

(Roll a four-sided die as Dungeon Master enters the battlefield, increasing the result by 1. Dungeon Master enters the battlefield with loyalty counters on him equal to the result.)

Dungeon Master’s second loyalty ability and his loyalty characteristic can be modified by effects that modify die-rolling as normal. These can only affect the results if the effects are present when the results are determined. For example, Squirrel-Powered Scheme, an enchantment that increases the results of each die you roll by 2, will only add 2 extra loyalty counters if it is on the battlefield when Dungeon Master Enters the battlefield. If Squirrel-Powered-Scheme enters the battlefield later, it has no effect on Dungeon Master’s Loyalty.

When not on the battlefield, Dungeon Master’s loyalty is still considered to be “1d4+1”. If an effect cares about Dungeon Master’s loyalty when he is not on the battlefield, roll a four-sided die, increasing the result by 1. This counts as rolling a die as normal and may be modified by effects that modify the results of die rolls. This determines his loyalty characteristic while not on the battlefield, for that effect. Only roll once for each effect, the result value for that effect will persist as long as that effect lasts and Dungeon Master is not on the battlefield. Write down the value if necessary. Note that separate instances of activated abilities are separate effects.

Dungeon Master does not interact with effects that care about the dungeon card type, first introduced in Adventures in the Forgotten Realms.. Dungeon Master has the Dungeon planeswalker type, not the dungeon card type.

Although it would be more thematic to keep the skip turn effect on a roll of a 1 regardless of result-modifying effects, if is more consistent to interpret it as based on the final result.
