As 1996 World Champion enters the battlefield, choose a target opponent.

1996 World Champion gets +X/+X, where X is the chosen opponent’s current life total.

If 1996 World Champion is in your deck, you may reveal it before the game begins. (You must reveal it before who takes the first turn is determined.) If you do, shuffle your library and you get an emblem with “At the beginning of your upkeep, if there are no permanents or cards you own named 1996 World Champion which are not hidden, in any zone except the library, you may discard your hand. If you do, search your library for a card and you may reveal it. If a card named 1996 World Champion is revealed this way, shuffle your library, then put the revealed card on top of it. If no card named 1996 World Champion was revealed this way, shuffle your library.”

UnCommander Rulings

An object is hidden if it is exiled face down, on the battlefield face down, in a hand and not revealed, or in a library and not revealed (Although no cards in your library are counted by the emblem’s ability). Phased-out permanents are treated as though they don’t exist and are not counted by the emblem’s ability. Cards that were put outside the game are not considered to be in any zone, so are not counted by the emblem’s ability. The same applies to any other cards players own outside the game.

If you have no cards in hand, you can still discard your hand (of 0 cards) as part of the emblem’s ability.

1996 World Champion’s third ability only cares about the chosen opponent’s current life total, not the life total they had when 1996 World Champion entered the battlefield.

If the chosen player’s life drops to 0 or less, regardless of whether that player then loses the game as a state-based action, 1996 World Champion will usually die as a state-based action, as without other effects its toughness will be 0. State-based actions are applied simultaneously, so the losing the game and 1996 World Champion dying would happen at the same time.

Note that the chosen player’s life total can be negative, in which case 1996 World Champion will receive a negative power and toughness modifier from its ability. A creature can’t have a negative power or toughness, but the negative modifier will still count against other effects that modify power and/pr toughness.

If an effect restarts the game, 1996 World Champion’s revealing ability can be used before starting hands are drawn for the new game.

Not relevant in UnCommander – if you have more than one copy of 1996 World Champion in your deck, you may use its ability from each card to get multiple emblems. Note that any objects named 1996 World Champion in a revealed zone outside your library will prevent you from using the emblem’s ability, regardless of the number of 1996 World Champion cards you have in your deck.

Its power and toughness ability can’t be a characteristic defining ability, as one of the requirements of a CDA is “it does not set the values of such characteristics only if certain conditions are met.” (604.3a, Comprehensive Rules. 1996 World Champion’s ability relies on choosing a target opponent, presumably as it enters the battlefield.
