UnCommander Rulings

As a Vanguard card, Ral’s Vanguard is a nontraditional Magic card. This means it cannot start the game in any zone other than the command zone.

Vanguard cards are only used in the Vanguard variant, see 311.1. in the official Comprehensive Rules. Although Ral’s Vanguard is included in UnCommander, it cannot normally be used, as UnCommander does not use the Vanguard variant by default.
