Rules Text:
As Illusionary Masking Tape enters the battlefield, turn all other nontoken permanents you control face down. (They’re 2/2 creatures.)
Permanents that enter the battlefield under your control enter face down.
As you gain control of any permanent, turn it face down.
If a permanent you control would phase in face-up, it phases in face-down instead.
You may activate abilities and take special actions with face-down permanents you control as though they were face up, as long as you turn that permanent face up as an additional cost. Turn it face down at the beginning of the next end step.
Whenever a permanent you control is tapped, , attacks, or blocks, turn it face up. Turn it face down at the beginning of the next end step.

UnCommander Rulings
If you control multiple face-down spells or face-down permanents, you must ensure at all times that your face-down spells and permanents can be easily differentiated from each other. This includes, but is not limited to, knowing what ability or rules caused the permanents to be face down, the order spells were cast, the order that face-down permanents entered the battlefield, which creature(s) attacked last turn, and any other differences between face-down spells or permanents. Common methods for distinguishing between face-down objects include using counters or dice to mark the different objects, or clearly placing those objects in order on the table.
(707.6. from the official Magic official Comprehensive Rules)
Double-faced permanents, meld cards on the battlefield and melded permanents cannot be turned face down if they are already on the battlefield. However, if they are put onto the battlefield from somewhere else while Illusionary Masking Tape is on the battlefield, they will enter face down. Note that if they are then turned face up, they will not turn face down again. See 711. Double-Faced Cards and 712. Meld Cards in the official Comprehensive Rules.
Illusionary Masking Tape
Artifact
Keep all cards in play you control face down.
Whenever a card you control is tapped, activated, attacks, or blocks, reveal that card. Return the card to its face down state at end of turn.
Illusionary Masking Tape was given UnCommander errata to not turn itself face down, so that it is clearer how its abilities work to all players.
