Rotating a permanent has no mechanical relation to Flip Cards or whether a permanent is flipped.
Tapping a rotate card does not change its rotation mechanically.
While not on the battlefield, a rotate card only has the characteristics on it that are in the part of the frame that is the default right way up.
A rotate card enters the battlefield facing the default right way up.
A rotate card’s color and mana cost remain those of the default right way up part, regardless of how it is rotated. However, any changes to it by external effects will still apply. (This follows the template of flip cards, 709.1c in the official Comprehensive Rules.)
