You may only pay Rocket-Powered Turbo Slug’s mana cost during the your next turn after the turn it was put onto the battlefield with super haste.

Paying Rocket-Powered Turbo Slug’s mana cost as part of super haste is paying the mana in its mana cost characteristic at the time you pay it, so if it has been changed by a copying effect or another effect, the amount you pay may be different to its printed mana cost.

It is always the player who put Rocket-Powered Turbo Slug onto the battlefield with super haste who will lose the game at the beginning of their next turn’s end step, regardless of who currently controls it, or what zone it is currently in. If Rocket-Powered Turbo Slug is currently put outside the game, pay its printed mana cost instead.
