UnCommander Rulings

Having the ability trigger is a special action. Special actions are actions a player may take if they have priority that don’t use the stack. As a player who takes a special action recieves priority afterwards, the triggered ability is then put on the stack. It uses the stack as normal.

Goblin Mime’ ability is unaffected by split second. If a spell with split second is on the stack, spells can’t be cast and nonmana abilities can’t be activated. Special actions can still be taken, and triggered abilities can still trigger and be put on the stack.
