New Year’s Eve enters the battlefield with three confetti counters on it.
At the beginning of your upkeep, remove a confetti counter from New Year’s Eve.
When the last confetti counter is removed from New Year’s Eve, Each player sacrifices all permanents they control, shuffles their graveyard into their library, loses all unspent mana, discards their hand and draws seven cards.

If an effect would remove multiple confetti counters from New Year’s Eve, leaving it with no confetti counters remaining, its ability will still trigger.

Enchantment
When New Year’s Eve comes into play, put three Confetti tokens on it. During your upkeep, remove a Confetti token. When there are no Confetti tokens on New Year’s Eve, each player must bury all permanents, shuffle his graveyard into his library, empty his mana pool, and draw a new hand of seven cards.
At the end of the Dominarian year, all creatures great and small gather in Urza’s Square to watch the Chaos Orb drop.
