Rules Text:
Target player exiles all permanents they control face down. That player then randomly chooses one of those cards. If the chosen card is a nonland card, put it in its owner’s graveyard and repeat this process. If a land card is chosen this way, return all cards still exiled by this effect to the battlefield under their owner’s control. Auras cards of any given name returned this way enter the battlefield attached to a permanent with the same name as the permanent an aura with the given name enchanted before being exiled by this effect (the aura’s controller decides if there if there is more than one potential permanent), if able. Any auras that cannot be attached this way are treated as though they have no legal objects or players to enter the battlefield attached to. (If so, they will usually go to the graveyard as a state-based action once they enter the battlefield.)

UnCommander Rulings
The names of auras and the permanents they are attached to are noted before they are exiled by the effect, so the names those cards have as they re-enter the battlefield may be different. For instance, if a copying effect that changed a permanent’s name was applied to it before it was exiled.
As this effect only cares about the names of the auras and the permanents they were attached to, so if multiple permanents had the same name, and multiple auras had a second name, the number of auras attached to each permanent may after the effect has resolved may not be the same as the permanents on the battlefield before the effect.
The permanents returned to be battlefield are a new object with no connection to the permanents they were before they left the battlefield. None of the returned permanents have damage still marked on them and none will be in combat.

Target player removes from the game all permanents he controls, then shuffles those cards together. That player then randomly chooses one of those cards. If the chosen card is a nonland permanent, place it in its owner’s graveyard and repeat this process. When a land is chosen, return all permanents to play. Enchantments may not change targets.
